4. Smart People 

Creativity and social capital development always require capital, both economic capital, business capital (human capital), and social capital. 5. Smart Living 

Cultured means that humans have a measurable quality of life (culture). The quality of life is dynamic in the sense that it always tries to improve itself. The achievement of culture in humans, directly or indirectly, is the result of education. 6. Smart Governance

Local governments that want to build a smart city based on information and communication technology must think, plan and describe the cost budget.

The cost must be budgeted in the Regional Budget (APBD), if possible the Regional Government can request funding assistance from the Central Government to help finance the development of technology-based infrastructure.

4. Technology 

The increasing human need for government administration services has resulted in the government's public service sector having to be able to provide faster, easier, and cheaper services. To provide good service, technological support is felt to be indispensable. The use of technology can provide convenience in developing results, creating quality results, increasing speed, and being a force to compete.

1. Jakarta Smart City
